If you don't exfoliate your lips, you are merely putting balm on dead skin and it won't relieve your chapped lips! I love the Philosophy product you mentioned because it's not too harsh. I use sugar when I run out of my lip exfoliants. Just take a couple of pinches in your hand and wet it with a couple of drops of water. So that it has a consistency to be a scrub but isn't too runny.Then rub it all over your lips like you normally would. It makes you lips really soft =).And apply chapstick afterwards too.
